Most modern car keys, from about 1996 onwards, have electronic coded transponder chips embedded in the plastic body of the key. The transponder chip code is read when you turn the key in the ignition.

To be able to have these cut requires a sophisticated piece of equipment to read the chip and therefore produce the key.
